Position Summary

Assumes responsibility for working closely and collaboratively with internal and external constituencies, performing human resources administrative services in an effort to deliver a high-impact customer-oriented service experience as well as the efficient and effective functioning of the department of Human Resources Development (HRD). In all actions, assumes strict confidentiality and responsibility for adherence to federal and state laws as well as University policies and procedures as they relate to the human resources function. Performs all duties in full support of the University’s mission, understanding that the positive and effective execution of these duties are instrumental to the education of the University’s students.

Serves as a Banner HRIS resource to the University community regarding the use and application of ePAF (electronic Personnel Action Form) transactions, addressing questions and/or concerns as necessary and/or appropriate. Calculates, processes and/or audits payments for job assignments. Ensures all web time entry queues are appropriately set up and maintained accurately. Serves as a liaison to Payroll and supports associated Payroll processes. Maintains timely and accurate data on internal systems and the Banner database in compliance with established data integrity standards.

Processes University employee benefit enrollments, changes and/or adjustments, payroll deductions (such as United Way contributions, UHart Impact Fund donations, room and board fees, tuition remission, military and jury duty pay, garnishments and levies) as well as other HR-related transactions. Utilizes various databases and/or reports to conduct deduction audits for accuracy and compliance with established departmental and University policies and procedures as well as applicable collective bargaining unit agreements. Supports compliance efforts related to the ERISA, FMLA, COBRA, HIPAA and the Affordable Care Act as well as other federal and/or state mandates and/or requirements.

Works closely with new faculty and staff as well as University managers to support the onboarding process including, but not limited to, preparation of new hire kits, reserving space for orientations, tracking of benefit enrollments as well as 90-day performance review deadlines. Completes employment and other related verifications.

Actively participates in the evaluation of existing HR business and technological processes in an effort to continuously improve operational effectiveness. Implements business process improvements, using technology as well as ongoing revitalization initiatives in support of the University’s strategic goals.

Actively participates in various annual HRD projects, initiatives, programs and special events as necessary and/or appropriate. Provides support which fosters a high quality and inclusive approach to HR service delivery for University faculty and staff, adjunct faculty, retirees, students and visitors. Establishes, cultivates and maintains effective working relationships, proactively researching and/or resolving HR issues as well as addressing questions and/or concerns in a manner consistent with University policy, procedure, precedence and/or plan guidelines. Refers issues or concerns to HR staff as necessary and/or appropriate.

Varied. Work is complex and varied and requires the selection and application of technical and detailed guidelines. Problems are not easy to identify, but are similar to those seen before. Moderate analytical ability is needed to gather and interpret data where results/answers can be found after analysis of several facts. Solutions can often be found by using methods chosen before in other situations.

Decision Making

Varied. Supervisor is available on an “as-needed” basis to establish general objectives and to identify potential resources for assistance. Independent judgement is required to select and apply the most appropriate of available guidelines and procedures to achieve desired results.

Requires regular contacts to discuss issues of moderate importance and to respond to inquiries. Occasionally requires contact with officials at higher levels on matters requiring cooperation, explanation and persuasion.

Knowledge & Skills

Formal Technical Skills: Requires knowledge of a distinct trade or technical area. Knows policies and procedures, and can recommend a course of action based upon these guidelines, modifying existing methods, procedures or forms as necessary. May work with software applications.
